As CEO and Co-Founder of BioStaff Solutions, Noemi’s objective was to establish a customer-centric organization founded on her values and success as a Recruiter…transparency, collaboration and consistency. Noemi jet-started her 18 year career in recruiting and staffing in the IT sector beginning with Bay Associates, where she served as Executive Recruiter focused on permanent placements and transitioned to Elite Technical, where she learned the business of contract staffing. In 2001, Noemi joined Smith Hanley Consulting Group as Clinical Recruiter, where she was introduced to the Pharmaceutical and Biotechnology industries and discovered her passion for Clinical Research staffing. At Smith Hanley, Noemi excelled in her role as Clinical Recruiter, advancing to Sr. Team Lead, guiding and mentoring a team of 8 recruiters, while she continued to rank as a top producer, and made President’s Circle for 7 consecutive years. In 2012, Noemi was recruited by the Solomon Page Group to launch the BioMetrics practice for their Clinical Research Network division. It was this experience that ignited Noemi’s dream to open her own company and in 2014 BioStaff Solutions came to life. Noemi is thrilled to create a culture that emulates her values, and where clients and candidates are the focus. Noemi is a proud member of PharmaSUG, Society of Clinical Data Management (SCDM), Drug Information Association (DIA) and American Staffing Association (ASA).
James “Jim” Owens
President and Co-Founder

As President and Co-Founder of BioStaff Solutions, Jim is responsible for national sales, corporate growth and business operations and has led the company since its emergence in 2014. Jim’s career in the staffing business began in the mid 90’s, when he was offered a Recruiter role with Teksystems, specializing in IT contract and permanent placements. Upon immersing himself in the Hi-Tech industry, Jim joined Collegis as a Corporate Recruiter, where he learned the human resources side of recruitment and the impact it has to the bottom line. In 1998, Jim was offered the unique opportunity to serve as Branch Manager for Consultis and oversaw the operations and staff of Account Executives and Recruiters for the Central Florida region. After 5 years of serving the IT sector, Jim pursued his desire to diversify his industry knowledge and was recruited by Smith Hanley Consulting Group, where he originally joined as a Clinical Recruiter; and soon after transitioned to Account Manager, leveraging his strength and interest in building relationships, business development and management and contract negotiations. He was promoted to Sr. Account Manager/Team Lead, tasked with directing a team of Senior to Associate Account Managers, while simultaneously making President’s Circle for 6 years in a row. In 2012, Jim was recruited by the Solomon Page Group to oversee the launch of the BioMetrics practice under their Clinical Research Network division; and in 2014, Jim joined forces with his business partner and wife, Noemi, to pursue their dream of forming their own Clinical Research staffing company. Jim holds a BA in Organizational Communications. He is a an active member of PharmaSUG, Society of Clinical Data Management (SCDM), Drug Information Association (DIA) and American Staffing Association (ASA).
